Could restarting the router help with this?
Upgrading to Windows 11 might provide a fresh device ID.
If the hardware stays the same, your device ID won't change.
What makes you want to update your IP address and device ID?

The PC's network MAC address is set. What's the point of needing a new device ID or iP? Are you being blocked?

I attempted to create a new account through a VPN, but it was blocked after just a short time. It seems the ban might be related to the device rather than just the IP address.
