I'm not sure, but perhaps? But maybe not. After upgrading, I upgraded to win 11 without using a local account install. At some point, Windows Security reminded me to use my Microsoft account for better security. I did that. Now when I check settings, I notice I can still choose to sign in with a local account if I wish. It might be helpful to know that you could also be allowed to do so, even if you're required to use a Microsoft account during the upgrade to Win 11.

Local accounts work without issues. I set up a Surface Pro 6 at work using Windows 10 Pro with a local account, then upgraded to Windows 11 Pro.
Did you need to execute the command prompt and perform a disk partition check? Your drives aren't in GPT format, which prevents TPM activation.
