Checking the performance specs for the Asus Prime z370-p II. The CPU is an i5 9600k, the motherboard is Seasonic S12 II 620, and the cooler is Dark Rock 4. The case has five fans. RAM is 16gb DDR4 at 3000 mhz. The system runs at around 21°C in a room. Estimating the CPU performance and whether the RAM can reach 3000 mhz with XMP settings.

CPU overclocking is possible, reaching approximately 3.7ghz with the appropriate cooler.

Begin gradually, record adjustments each time, increase settings in manageable steps, and your system will indicate when you’ve reached optimal levels.

This means 4.7 and 4.6 are turbo versions, not standard models, unless turbo activation is enabled; otherwise it operates at 3.7ghz.

I was also puzzled that you didn’t receive the DR PRO 4 with OC in mind since it’s just $10 more. However, as AllanGH mentioned, go easy on it after version 4.6—once you notice very high temperatures, reduce usage then stop.

The pro 4 is 3 mm taller than my case (Kendomen Ti) can fit. It also has 5 fans and costs around $50, which seems like a great offer for me. Shouldn't I be happy with this one instead of getting another just to have the Pro 4?

That cooler is impressive. After 3.7ghz it's safe to play, and if you're only overclocking during gaming rather than idle, I think you can manage it step by step with MSI Afterburner. I'm sure you can reach 4.9 or even 5.2, but I don't want to push anyone's CPU too hard. Just go slowly and check each adjustment while playing for a few hours.
