Several elements matter, such as the CPU socket and cooler, but much depends on chance, so you should experiment to find the highest achievable clock speed. You might achieve around 3.8 or 3.9 GHz with that setup. Use 1.3 or 1.4 volts and avoid exceeding it for that CPU. Ensure your CPU stays cool as well. I have a Ryzen 3 1200 with identical cooler and socket at 3.7ghz and 1.275 volts.
