If the Aspire (Laptop 1) is upgraded to Skylake CPUs, consider purchasing it. You were mostly aligned with the change, but the Dell (Laptop 2) offers 8 GB RAM and a much stronger GPU, which could be better for your needs.
I’d pick the first option, perhaps adding more RAM. The 940m is significantly better than the R5.
If Laptop 1 is much more affordable due to its older processor, you might purchase it and then replace the RAM to maintain strong performance while reducing expenses.
I’d choose the more affordable option unless it only handles 4 gigabytes of RAM. For up to 8 gigabytes, opt for another unit. As a reference, I run CS:GO at 30 fps on low settings at 1366x768 using a Pentium N3700, HD Graphics and 8 gigabytes of RAM. You can tweak the launch options for better performance if needed.
