I didn't mean "high" as an actual game setting. It can run up to ultra or max most times, but I thought it was important to clarify there are limits. I don’t want the TC to assume he can keep everything at full speed and maintain 60fps constantly, because that’s not realistic. I ran into some issues with my 980 @1920x1080, so a 970 should work similarly.

I suppose that is an important point to make too. But that your 980 can't max out every game (I am guessing that you have at least an i5) is really concerning. I am not sure what certain game developers is doing or better yet not doing to make this happen ..

Sure, the 4690k with 4.5ghz is what I really meant—maximum performance, including all essential components and non-essential features. You can check recent game benchmarks to confirm this.

For pure gaming on AMD with some multitasking needs, I suggest an SSD for BF4 to speed up texture loading. Even with an SSD, you might still experience a 5-second delay after spawning. Consider purchasing at least 850Evo or MX100 with a 250GB capacity—look for good deals if possible.
