I’m trying to get video out of my switch without a PC. What’s the cheapest way forward? Should I assemble a basic PC just for streaming or purchase a ready-made one? Any advice?

The most
affordable
route would be to film and stream it from your phone...
If you'd prefer to use a capture card (I wouldn't blame you) even a very affordable pc should be able to do the job just fine, I don't see why you should buy one specifically for this (unless you don't own a pc).

Fair enough, then almost anything works as long as it has a USB port for an external capture card. I usually suggest making your own desktop, but if you're not sure, you can search for one that's ready-made. I wouldn't purchase any new item without 8GB RAM, a quad-core processor, and an SSD.

This seems like the optimal path—getting the PC along with a capture card. Since it's a second-generation Ryzen processor, you'll also be able to enjoy some light gaming!

for light gaming i wouldn't use that ram, i would opt for around 2400mhz, minimum. recommend 3000 or 3200mhz though
