On one of my games i mentioned low fps and posted a screen shot of task manager and somebody said cpu bottle neck but i dont know how to fix it.

Keep the answer simple please

One of the most abused terms in the PC world.
Please give us a full parts list.
Along with all the running software, incl the game in question.
Along with what FPS you're seeing.

Please include the age of the PSU along with its make and model, and the current BIOS version for your motherboard.

Begin by noting that your older CPU struggles when running at or below 1080p, handling most tasks while the 1080 GPU remains underutilized. In short, the system likely isn’t powerful enough for that game you haven’t specified.

Even at the beginning of a game with no build yet?!
Satisfactory will be quite CPU intensive when you have a large factory, but if you never exceed 45 even at the start, it might be the GPU or something else.
Running msi afterburner can show live CPU and GPU usage during gameplay, which could help identify what's really affecting performance.

My build is 9 years old.
The tower is a COOLERMASTER HAF-X FULL TOWER GAMING CASE.
It features an Intel® Core™ i7-6800K processor at 3.4GHz with 15MB cache.
The motherboard is ASUS® ROG STRIX X99: ATX, supporting USB 3.1 and SATA 6 GB/s.
Memory includes 16GB HyperX FURY DDR4 2133MHz (four 4GB modules).
The graphics card is an 8GB NVIDIA GEFORCE GTX 1080 with DVI, HDMI, and three DP ports, ready for GTX VR.
Storage consists of a 480GB HyperX SAVAGE 2.5" SSD, a 960GB HyperX SAVAGE 2.5" SSD, and a 2TB Sandisk SSD.
For DVD/Blu-ray, there is a 24x DUAL LAYER DVD WRITER.
The power supply is a CORSAIR 650W CS SERIES™ MODULAR 80 PLUS® GOLD unit, known for being ultra quiet.
The CPU cooler is a Noctua NH-D15S Ultra Quiet Performance model.
Power management software version 1902 was installed, with bio issmbiosversion 2072009.
I have never updated the BIOS and am unsure how to proceed.
From startup, the only programs running are ESET and Reltek sound.
The game I captured during the first screenshot looked decent—construction style.
Task manager is accessible when idle.

After nine years, evaluating a new PC could be beneficial. Many individuals upgrade components of their gaming setup every 2 to 3 years to stay current with advancements.

Would you share a screenshot displaying CPU utilization during gameplay? Is it accurate that all cores operate at full capacity (100%) while maintaining 45 FPS?

@TerryLaze
Consider using MSI Afterburner to track CPU and GPU usage. A captured image from the tool would be helpful.

Also, use CPUID HWMonitor to view peak hardware speeds and real-time CPU/GPU performance. It can highlight which system parts are operating at their limits during gameplay.

Visit the Asus website, download the BIOS file, and follow the provided steps (copy the file to a USB drive, enter BIOS settings, select Tools, apply updates). Numerous online guides and YouTube tutorials are available.

Make sure all crucial information is saved at least twice in places far from the main system before proceeding. Check that the backups can be restored and accessed properly. This is essential—especially when issues arise or modifications are made.
