You know, just to get a really good read on it, I’d probably use Fraps and run it through there. It just seems like the way to do it.

I was just wondering if someone knew the best Windows 10 emulator – you know, one that really performs well. Honestly, downloading and testing all the emulators would take forever!

Nowhere in your post did you mention your PC specs, nor exactly what you want to emulate. So based upon ALL of the information you provided, you can probably emulate a Commodore VIC 20 at maximum FPS.

This is one of those things you just have to test for yourself. How many people in this community do you think need to know this? You’re probably the only one

“Oh my gosh, that’s hilarious!” I just wanted to say, I have this pretty sweet computer setup – an i7 processor, a GTX 1650 graphics card, 16GB of RAM, and it's got both a hard drive and a speedy SSD. Do you need anything? Just checking.”

Mandark's reply above is perfect. Depending on what you want to emulate, which we still do not know so my VIC 20 response is still valid
😉
, You are going to have to test on your own. Emulators are such picky beasts.

Depends on what you want to emulate, and how accurately you want to emulate it. Without specifics, we can't help given the couple thousand different emulators out there.
