Could someone explain what this is? It has been occurring for a while. Any assistance would be greatly appreciated.
It appears to happen even when the computer is powered down.

Welcome to the forums, newcomer! I notice the fan making a faint chirping sound between its whirring, isn't that what you're talking about? It seems like a Corsair PSU. Could you tell me the make, model, and age of the unit? What power source is it connected to?

It should be quite delicate. If you touch the case or the area near PSU, does the noise cease (stop vibrating)?

It's the Corsair Rm750e, roughly five months along. It runs a R7 7800x3d and a 4070ti super.

Removing the 4070TI and utilizing the on-board video (7000-series CPUs include them) would alter the sound.

Check if the PSU fan faces inward within the case or outward at the bottom. Determine whether the PSU can operate in minimal or zero fan activity.
