I'm generally playing GTA V with MSAA x2 (MFAA enabled in the NV control panel), G-Sync active, V-Sync off, and 1440p resolution (average around 95fps).
If I want higher frame rates I can disable in-game MSAA, but then GPU usage stays low at about 80% without CPU becoming a bottleneck.
What causes the GPU to not reach near 95% load when MSAA is off?
Also, if I set the in-game refresh rate to 85Hz with V-Sync on, I initially get 85fps but then it drops to around 64fps without changing graphics settings.
I used to be able to adjust in-game FPS with these settings, but this isn't working anymore, though the previous driver is the same.
Setting the in-game refresh rate to 144 or 165Hz brings FPS back up again.

You should be able to increase the graphics settings slightly for better performance. Aim for 1070 to reach the 95% target.

And that's the problem, turning off MSAA doesn't resolve it.

Can't, the game is available on Steam.
I'm just playing it in story mode without an internet connection.

remembered that GTAV is on Steam... I'm really smart.
but sure, use userbenchmark to check the background CPU usage when idle. close Steam and run it.
