They may function on Z87 boards, but only after the BIOS is upgraded to a more recent version. It's reasonable to assume that Haswell Refresh won't apply to Z87 units without the update. Haswell Refresh was introduced as a fix for a problem encountered during real-world use. The Thermal Interface Material changed significantly, reducing heat flow from the CPU die to the spreader, which led to excessive temperatures even with strong cooling solutions like Noctua NH-D15 or Corsair H100i. Haswell-Refresh corrected this issue. This update also improved the manufacturing process, enhancing consistency and boosting overall performance, resulting in higher average overclocks and faster stock speeds (as seen in the 4770k to 4790k transition, a 0.5GHz increase). I think additional enhancements were made, but I shouldn't say anything about that.
