Yes, it's primarily about the Haswell CPUs.

Same connector and compatibility are maintained, yet there are noticeable gains in efficiency and heat management.

Enhanced overclocking achieved with better timing between the CPU die and the HIGH clocked stock.

They may function on Z87 boards, but only after the BIOS is upgraded to a more recent version. It's reasonable to assume that Haswell Refresh won't apply to Z87 units without the update. Haswell Refresh was introduced as a fix for a problem encountered during real-world use. The Thermal Interface Material changed significantly, reducing heat flow from the CPU die to the spreader, which led to excessive temperatures even with strong cooling solutions like Noctua NH-D15 or Corsair H100i. Haswell-Refresh corrected this issue. This update also improved the manufacturing process, enhancing consistency and boosting overall performance, resulting in higher average overclocks and faster stock speeds (as seen in the 4770k to 4790k transition, a 0.5GHz increase). I think additional enhancements were made, but I shouldn't say anything about that.

Haswell-E refers to X99, not the Haswell "refresh" CPUs. Devil's Canyon relates to refresh, meaning 4690k/4790k and the locked i-line. See the article for details: http://www.anandtech.com/show/7963/the-i...360-tested

Haswell-E denotes the latest X99 processors such as i7-5820K and higher. The Haswell refresh is a casual term for Devil's Canyon, encompassing i7-4790K, i5-4690K, and the updated Z97/H97 chipset.

8-series boards such as Z87, H87, H81 require a BIOS update to function with Haswell refresh CPUs, correct. Chipsets H97 and Z97 do not require such an update.
