It doesn't allow you to close it each time you try, as a pop-up blocks your progress.

Compromised site or fake site. This is fake web site, telling you that you have a virus or activation fail, for you to call some India scam call center acting like Microsoft support, but very poorly, and try to trick you that indeed you have viruses, that they fix it, if you pay, or remote to your system with a software they ask you to download, like Team Viewer, show you event viewer or some command line in command prompt that shows all the files of your system and say all this are viruses or install some other software, a fake anti-virus which is a virus by itself, telling you you have a million viruses, and ask you money to remove it. They are many variations of the scam. Nothing you can't undo with a System Restore to bring your system back in time and undo, usually. Virus scan your system and run MalwareBytes just to be safe, in the case the case they case they exploit a security weakness in your web browser, and infected your system.
