Denuvo is a technology used by game developers to protect their titles from piracy. The modding community dislikes it because it restricts access and limits modifications. It's a rather complicated DRM setup that's shown to be quite challenging to break. That's why the modding scene generally avoids such restrictions.

A fast search reveals the answer. The modding and piracy scene dislikes it since the game won’t function after any changes, so no modifications or illegal copies are allowed. Performance details might be known by others.

It is a DRM developed by ex-crackers. It's an annoyance for modders. For pirates, well... maybe they should purchase the game instead.

Some uncertainty remains, though Creative Assembly mentioned in the Steam forums that Denuvo shouldn't block modding for Total War: Warhammer.

[Edit] Denuvo blocks only certain types of modifications, not all possible changes. MGSV, Just Cause 3, and Dragon Age: Inquisition each feature modding communities to some extent. Regarding your other concern (does Denuvo influence game performance?), it's unclear whether it has a noticeable effect on any title. Running additional software alongside games can impact speed, but it's uncertain if Denuvo plays a significant role. Early speculation about SSD issues was largely debunked since no one could reliably reproduce the problem after it was identified, and many players noticed unusual storage activity without it. Nonetheless, several Denuvo-protected titles like MGSV and Mad Max have performed well, and recent games such as Doom appear to run smoothly on optimized systems. Based on this, I believe any performance issues tied to Denuvo are likely due to the developers' work rather than the protection itself.
