Hi, I hope you can assist me. I own an older desktop from 2020 with the following specifications:
CPU: i9-10900 s1200
Motherboard: ASUS ROG Strix Z490-E
RAM: 32GB (4x8Gb) at 2666mhz
GPU: RTX 1080 Ti
Storage: 2TB Samsung EVO 860 NVMe, 2TB Samsung SATA (DATA)
Power Supply: EVGA SupaNova 1000 watts

I’m considering upgrading my GPU to an RX 9070 XT. Could someone with experience tell me if this change would create a significant performance issue? Thank you very much for your advice.

If you prioritize extremely high frame rates while sacrificing graphics quality, your CPU and memory performance will likely become the limiting factor. When you're playing at higher resolutions such as 1440p or 4K with graphics settings enabled, your system should generally handle the task, though it may be constrained by the GPU.

1. My monitor, as I recall, supports up to 4K but I plan to limit myself to 2K.
2. I'm seeking a good frame rate, at least over 60 fps.
The reason for sharing is that my RAM sticks are 2600 MHz, and memory prices have risen sharply because of AI advancements. Additionally, the capacity of my current motherboard is too limited, so I'm not considering a RAM upgrade.

If the FPS remains unchanged, it likely means your CPU is the main constraint.
2. Intel chips aren’t overly reliant on RAM speed.
Unless you require more than 32GB, a new RAM upgrade won’t offer much gain.
Most games don’t need more than 16GB.

AMD offers minimal driver requirements so the 9070xt is a solid option there.
What’s the age of your PSU? A 1000w unit is sufficient, and Evga generally produces reliable units, but if it’s past warranty, consider replacing it.

Besides the limitation to PCIe 3.0, everything seems fine here. I'd just steer clear of any cards that are only 8x.

I am not suggesting that. If the 1080 Ti is no longer meeting your expectations, you still have ample room for system upgrades. I tested a 10900 with my 3080 Ti and it performed well.
Keep in mind that any game currently restricted by CPU power will stay that way. A more powerful GPU can boost FPS until a certain limit, but unless you raise resolution or tweak settings, there will come a time when a faster GPU won’t help—though power consumption might drop.
I’m advising against opting for lower-end models because of your PCIe 3.0 constraint. A card that expects a certain bandwidth and only gets half will experience more stuttering, texture pop-ins, and similar issues. PCIe 3.0 x16 is sufficient for most devices up to around a 4090 or 5090, with only minor performance drops.
Consider what games you plan to run, the settings you wish to use, and your target frame rate. Choose a GPU that matches those needs, and if you’re thinking ahead, select something a bit more advanced.
The 1080 Ti is roughly equivalent to the 3070, which in turn matches the 5060 Ti/9060 XT. The improvements from newer cards include ray-tracing and features like DLSS/FSR, plus extended driver support.
If you’re after a power profile similar to the 1080 Ti, the RTX 5070 is a solid choice. It offers comparable power usage and roughly the same VRAM capacity. The 5070 Ti would be slightly better, but for that price the 9070 XT seems more appealing.
