I'm not sure I'd agree with that based on all the memory testing videos I've watched. It seems latency matters more than anything else, especially for gaming. For example, a 3600 cl16 setup will probably perform similarly to a 3200 cl14 when it comes to actual gameplay lag. I've seen many benchmarks showing that a 3200 cl14 often outperforms most 3600 kits because of its lower real-world latency. The only benefit of higher MHz is more bandwidth, which usually isn't a big deal in gaming but can matter more for productivity work. Unless you're using Ryzen and it's tied to RAM speed, that's the main point.
Top option available, usually handles ~4600-5000 cl18 when tuned that way, but I believe you should go easy on it to 4000 cl16 (begin at 1.5v, reduce if needed), even if it's a bit rough they’ll destroy everything xD
