You might consider forming a squad in Planetside 2 or something similar to what exists in Defiance. I’m not familiar with Defiance much, but I’ve heard you can build strong groups. For Planetside 2, the bigger squads tend to be quite engaged and organize big assaults regularly.

It's not only about talking, I think it's more enjoyable to play games while chatting with teammates, particularly when you often interact with the same group.

It's not completely free, but it's quite affordable. CSGO is great if you join a competitive group (comp), and once you get the hang of it, you'll find people ready to chat. I've made four friends over the past few weeks who play with me a lot.
