Minecraft isn't a strong platform, especially for someone used to older systems. Go with simpler games and lower the settings. Alternatively, consider streaming your game on a more capable device.

my lower spec laptop runs 45 fps for Fortnite medium settings with a boosted GPU. if you install the GTX 1030 in this machine, could you achieve 60 fps for Fortnite?

I'm not sure about it. The 1030 might be a bit stronger than the HD5770 from your laptop, but the key issue is the CPU and the limited 4GB of DDR2 RAM. Without fully understanding your laptop's specs, it's hard to accurately predict performance or which games would run smoothly.
