I own an Intel Core Duo E6750 running at 2.66Ghz and 2.13Ghz, paired with Gt 710 graphics that are overclocked, plus 6 gb of RAM. Are there editing programs I can use to create videos in 1080p or 720p at a rate of 30 frames per second?

Blender is free software that has built-in video editing tools. Your computer needs basic parts to work it, but trying new features might be slow on old machines.

Blender has free software that includes a video editor. Your computer needs to be strong enough for this stuff, but there is no need to worry about having too weak a machine. It's possible to use the newest version, though it might not run as fast or smoothly as you hope.

Okay thanks. I'm thinking about trying Sony Vegas Pro. Hopefully, it runs okay.
