Does it refer to the base clock or also include boost/turbo speed?

Hello!
Stock speed refers to:
The official rate established by the maker (without overclocking).
This is the standard pace the device will operate at when it comes out.
In many CPU situations, the turbo setting is the default action.

Stock speed describes the standard velocities a specific CPU employs upon initial setup, without any adjustments. Usually, it includes a base rate and enhanced or accelerated options. User-defined configurations aren't used.

Thanks all.
I saw a post regarding PSU for high-end CPU coupled with high-end GPU. It says, a 850W Gold plus is pretty stable for i9 13900K and RTX 4090 at stock speed. I just wondered if it is true. i9 13900K is a power hunger CPU and RTX 4090 could draw up to 450W or more.

Significant variations exist. "850w gold plus" essentially offers minimal value by itself.

Could you clarify if you're referring to various brands of 850W gold plus and their potential differences in performance?

I believe you should increase the PSU capacity to around 1000W-1200W since both options perform well together, but power might be limited by other components. Each brand produces its own PSU, and some are designed specifically for low or high-end systems. You might find an 850W unit available at a lower price or with improved features, so avoid choosing any PSU without considering its rating, reviews, and specifications. For instance, if you visit a store one day and purchase a PSU, a few months later you might get a higher-quality unit with better protection, while a cheaper one could damage your equipment. Different ATX 3.0 models offer direct connections to the 4090 without adapters. Full Modular, Semi Modular, and ATX variants are available in various configurations.
