They’re likely offering Enterprise license codes. An enterprise license lets you run as many machines as needed. It works technically, but from a legal standpoint, it sits in a murky zone.

Likely OEM keys are available, or the seller is applying their bulk discount. This resembles the situation with eBay keys. It's a tricky situation, but I haven't faced any problems getting these lower-priced keys before.

They might also obtain an OEM license (those who create the license keys for laptops, prebuilt units, etc.), which functions in a similar way but tends to be more costly for them. The validity of trading those keys outside of a machine isn't clear to me, so I won't discuss it further.

The situation is in the grey market. MS isn't really concerned since they don't generate significant income from selling consumer keys.

I've never experienced any problems with them (purchased a few dozen over time). They usually need manual updates, but beyond that everything should work fine.

yes, very little chance of issue. On the rare occasion, the key provided to you could be backlisted, but that's what buyer protections are for as well. If the key won't activate then contact the seller and they'll usually provide a different one. Though like OddOod, I've also never had an issue using keys from eBay and the like.
