Are you concerned about the tiny 0.02 cents of energy your computer consumes during those 15 to 30 minutes? You probably shouldn't worry...just keep it running.

It seems like overdoing the reboots isn't ideal. It's similar to turning off a light when you don't need it, which is helpful, but constantly switching it on and off can be problematic.

It doesn't really change much. All the tries to spot benefits or drawbacks for HDD performance when you keep it running versus turning it off have come up empty. It seems neither approach makes a difference.
