As far as I can tell, this board does not officially support Zen 3 CPUs. There's a Reddit post to a Mediafire link with BIOS 8501, but the current one is is 4201, so I would ignore it. Wait for ASUS to release an official Zen 3 CPU-supporting BIOS if you want a Zen 3 CPU, or get the 3900X.

I believe he should choose the 3900x option since adding more cores improves streaming performance. The 5000 series performs much better, so consider getting the 3900x now or wait a few months for the 5000 to stabilize in price and supply. If it works at 1080p, 3900x will likely suffice.

It's a 1440p display running at 144Hz. I believe 60 frames per second could suffice. I'm not sure which games he enjoys. He used to be an ESL instructor, so perhaps he'll play competitive e-sports titles and high-end AAA games.
