I feel unclean by naming my thread this way.
My computer’s power button doesn’t respond. I unplugged the power switch cable and shorted those pins, but nothing happened. There’s a rainbow LED on the mobo that still cycles when the PSU is turned on, yet the system won’t start. I had a spare mobo with a built-in power button and CPU, so I connected my PSU to test, and it worked fine (even though it lacked cooling). I’m wondering if the issue lies with the mobo itself, given that shorting the pins didn’t help and the PSU still powers another board. Are there any steps I can take to further diagnose before replacing it?

These components are the usual setup. The test rig consisted only of PSU, motherboard, CPU, RAM, cooler, and necessary cables. Nothing functions – fans don’t move, no startup, no lights. It’s essentially a solid block, even when breadboarded.
When I verified the PSU (which it did), I used a separate motherboard (msi X99A Gaming Pro Carbon), CPU (Intel i7-6950X), and RAM (TimeTec 4x16GB). No cooler was present.
Edit: I installed a cooler in the test setup to verify power delivery on the PSU and to try the 7700XT, which I thought might be affected. PSU readings were normal, and the GPU worked. It appears the motherboard is faulty. If anyone has ideas before purchasing a new board tomorrow, it would be helpful.
