What could be causing the 9070XT to lack an HDMI signal output?
I tested various HDMI settings on the monitor and also tried using the display port input. No adapters were found, and the motherboard lacks any video ports.
Have you attempted to power on the PC first and then connect the display cables to a working display? Someone mentioned this, but I'm unsure if it works.

The new 9070 XT requires motherboards with UEFI support. I've heard of the card working on boards without UEFI, but you may have just found one where it doesn't.
Also, the PSU would be able to supply at least enough power for post/desktop boot. That's not the issue.
I'm beginning to realize the problem lies with the motherboard's age and performance. The outdated PSU would only become a concern when attempting to use the GPU after powering on.
If the motherboard is already operating in UEFI mode, ensure all other components are functioning normally without any adjustments. Retry.
It would be useful to observe how a 7000-series GPU behaves in this setup.
Shoot. Got it, thanks. All the forum discussions I came across about this board and UEFI seem to focus on complaints about malfunctions or posting issues.
I recall the early versions of UEFI were a bit shaky. It might be that this board's fake UEFI isn't powerful enough for the GPU.
