My 1660 super is stuck at 300mhz while running furmark and games and pulling 250+ watts. I uninstalled MSI afterburner, used ddu to wipe drivers, installed the latest ones and it's still not fixed. I reseated the GPU multiple times in different slots and made sure the 12v connector was fully inserted. I also reflashed firmware and tried the GPU in other systems with the same result. I'm not sure what else I could do to fix this issue. Any suggestions?

initial two passed without issues, third reported gpu incompatibility, yet no changes in clock speed or power usage before or after restart.
