I3-8100 with GTX 1650 and 8 gigs of RAM.
My user benchmark test is available here: https://www.userbenchmark.com/UserRun/45792960.
I consistently see 60 fps and frequent lag spikes across all games except Roblox, but I’m unsure if there’s a solution. I even reset my PC once, but it didn’t help.
In a quick scan you have a few things going on.
You need to lower your background processes. Turn off the number of running programs, use "Background Apps" as well as the "turn on with Windows" type sliders to limit the number of simultaneously running programs.
Having 1x stick of RAM really hurts gaming performance. Even a 2x4GB matched set would perform better. Since this is Intel you could likely take a chance at finding a matched 8GB stick and it will more than likely work fine. Matched set is better.
I would check to be sure you have the best driver for your GPU. I would make sure that other programs aren't utilizing your GPU for other activities. This can be looked for in Task Manager.

During a brief review, several issues stand out. You should reduce background processes. Disable the number of active programs and adjust the "Background Apps" and "Turn on with Windows" settings to restrict simultaneous program activity. Insufficient RAM, such as a single stick of 4GB, significantly impacts gaming performance. A 2x4GB configuration would be more efficient. As an Intel user, you might consider upgrading to an 8GB stick if available—it would likely improve results. A matched set is preferable. Verify you have the optimal driver for your GPU and ensure no other applications are using your GPU. This can be checked via Task Manager. Many modern games require 16GB of RAM. When RAM capacity is limited, the system may resort to using a page file on your storage drive. In your situation, an SSD would be beneficial based on the benchmark results.
