There are few reviews of the V series. The one I found, in Dutch and detailed, of the V600 v2, revealed it to be a very mediocre design, better suited for mainstream machines than gaming rigs, but capable, when new, of delivering its full 600w. It employed cheap capacitors and exhibited serious voltage droop problems. It would likely be safe to say that Channel Well used the same design for the 700w version. This is not a strictly dumpster fire unit.

If you are using it with the fan facing into the case, which will substantially increase its internal operating temperature, then this will likely affect its ability to sustain its rated capacity and efficiency. Any problems with a power supply that is only marginally capable of supporting a given hardware set, under ideal conditions, will translate to issues in performance from the rest of your hardware. That's simply how it works: garbage in, garbage out.

At the very least I would want to see that unit flipped over if there is a vent in the bottom of the case.

The grill will face downwards. A concealed vent was discovered; it will be rotated. I possess a Be Quiet! device.

The problem persists. I also observed that frame rates remain consistent regardless of whether low or high graphics settings are selected.

If you have the same FPS regardless of settings, then your problem is definitely not the graphics card, unless it is just plain faulty, but that would be inconsistent with what you are seeing. Check your AMD crimson or in-game settings. Seems like this is probably some kind of locked frame rate issue related to a setting. Check your frame rate target control settings.

The frame rate is fixed at 60, and this has been adjusted in my AMD settings.
