The clock speeds on the Sapphire card are higher even though they share the same GPU. If both cards are priced equally, you can confidently choose a reliable 850W power supply for your whole setup, provided your case allows it.

I will select the case according to the graphics card. If I pick sapphire, given its 3x8 pin connectors, which power supply should I use without making it extremely costly? Does it require a 3x8 pin on the power supply or do I need to purchase some special extensions?

It seems like you're suggesting that most capable power supplies will have at least four 8-pin connectors, which should comfortably accommodate a 3x8-pin graphics card. You also need to ensure the use of separate 8-pins and a straight cable from the PSU for each 8-pin connection.
