It runs smoothly, though it's a bit off from PS3. I'm getting used to it after 5 hours on Steam. The main factor is your internet connection.

There seems to be an issue with the audio when you start the game, which prevents you from fully enjoying the story mode.

It's decent. The driving feels a bit odd compared to other games, but the cars have an unusual center of gravity which lets GTA do some wild things. I prefer Watch_Dogs' driving until I get used to GTA. One day.
