That's the best I could manage, just a bit of bad luck on my end.
It's a low binned Zen+ chip, which means it won't run at very high speeds. 4Ghz works fine, but you don't want to push the voltage too high—around 1.38-1.4 volts is generally safe for Zen+, though some sources suggest staying below 1.38v for best results.
It's actually more advantageous to run at 4GHz across all cores rather than sticking with the lower 4.2Ghz on just one core and slower elsewhere. You'll get a noticeable improvement. Since it isn't a top-tier chip for overclocking, you should get the best performance you can achieve.
