As mentioned above the game is very GPU bound. The rec. CPU is intel 10th gen. Your Ryzen Zen 2 exceeds it already. Zen 3 gets you 20% more cpu.
You're limited by the 12gb of vram of the 4070 super which chokes at 4k. You're rec specced for 1080p ultra or 1440p ultra w/o exterior cities.
Not specced for exterior cities at all. Though you could play it, need a mod called VRAMr from nexus mods to reduce texture memory requirements. There's also a 3rd party frame gen app on steam called Lossless scaling if you have a hard time with frame dips. Plus you'd need to optimize in game gfx settings. A search bot could easily recommend those when it's in front of you. I do it all the time. Get my gpu usage down to 45w (on my ancient gpu). No point paying for carbon dioxide.
That way you can get close to 60fps anyhow. Only using 3000mhz memory which is a bit shy of 3600mhz or 3200mhz which is preferred for ~few % here and there.
Not worth to upg memory value wise.
