Typically, most motherboards start up either immediately or after a brief pause. You also get the chance to see the boot process and other details.

Missing BIOS access is a major issue. The startup is already quite quick. Have a look at the latest updates on Twitter while you wait?

Using an SSD results in a boot time of 10-15 seconds to reach the Windows login screen. A fast boot bypasses the POST stage, but if it appears, you must rely on Windows commands to interact with the BIOS. That final segment was just a joke.

Fast Boot changes which devices are initialized during startup/POST and might not show the splash screen which can sometimes make it more difficult to enter the Setup utility. Fast Startup can cause the UEFI/BIOS to skip loading of various option ROMs and other firmwares to speed up POST time. Normally this is fine, but if you have add-in cards with their own option ROMs (example: RAID adapters, HBAs, specialized GPUs, some network cards, PXE boot) then it could prevent them from functioning properly. If you don't have any special add-in cards and Fast Startup doesn't cause any issues for you, then I would enable it to reduce POST time. Personally, I have it disabled because I don't mind waiting a few extra seconds and also I have configured RAID on my system which loads an option ROM at boot that Fast Startup interferes with.
