Hey, I've been facing some problems for about two months now.
Before the stuttering started, I was playing smoothly and haven’t managed to resolve it, which is frustrating since I’ve always been able to fix similar issues before.
I’m dealing with stuttering that sometimes feels like a freeze or skipping frames. My monitor seems to behave oddly during these episodes—like losing signal—but I don’t actually drop frames. Everything looks normal on the screen, yet it’s not.
I’ve tested various cables and drivers, including new DP 1.4 and DP 2.1 models, and even had the monitor checked by Zowie Service, which confirmed it was fine. Temperatures are stable, and I’m currently using a W10 PRO.

Have you recreated your bootable USB installer to check for corruption? Speaking of updates, did you install the OS in offline mode and then manually apply the latest drivers for your system via an elevated command, such as right-clicking the installer and selecting Run as Administrator?

For context, did you reset the CMOS after confirming the BIOS was successfully updated? Are you currently working with the MSI board and have reinstalled the OS?

I recreated my USB installer by re-downloading the iso and using rufus each time.
Could the USB device itself be faulty? A user's PC that used it worked just fine.
I installed in offline mode, set drivers as admin before reconnecting the Ethernet cable.
After changing the motherboard I reinstalled the OS and reset it after updating the BIOS, yes.
I use pbo curve optimizer on all cores at -25 via the BIOS, not Ryzen Master.
I tried OCCT but -30 caused instability, so I went with -25.
I've observed that freezes sometimes occur even on YouTube or Twitch.
I've tried everything but haven't found a solution yet. Also, fresh installations didn't help.
I recreated my USB installer by re-downloading the iso and using rufus each time. You might consider using Windows Media Creation Tools instead. Regarding the USB issue, it could help to use a different 16GB drive.
