You've observed unusual temperature spikes on your 13900k in certain games, especially higher in titles like Cyberpunk. It might be related to the thermal paste application, but consider checking other factors such as cooling fan performance and case airflow. While the CPU is known for being hot, frequent jumps to 85°C could indicate a potential issue that warrants further investigation.

It's okay as long as the temperature stays under 100°C.

I'm not confident about handling that and I'd rather avoid mistakes. I wouldn't want to sacrifice much performance in doing it. The problem really shows up only in Cyberpunk. In all the other games I play, the highest temperature I've noticed is around 65°C. Even in Cyberpunk, it doesn't stay at 85°C for more than a second. If I start noticing it more often, I'll think about undervolting the CPU. Thanks for the advice.

There are many guides available for achieving this. What motherboard do you have?

I think you reached around 100°C in R23? Basically check the BIOS, adjust the Vcore to offset mode and reduce it by 0.01V in Windows if you succeed. Run R23 again if you pass, then decrease by the same amount once more until a blue screen appears in R23. After that, reset it back up to around 0.3 for stability, but your GPU seems capable of around 1.2V underload stable now.
