Would you like some advice on upgrading parts for 1080/1440p at 60fps on ultra? Or should you wait for better components? Also, could there be a bottleneck issue? Your GPU might be stronger than your CPU! You have an RTX 2080 with 32GB DDR4, Ryzen 5 2600, 5TB NVMe, and an 800W power supply. The motherboard is Msi X570 Tomahawk Max WiFi and the case is NZXT H500.

Look at upgrade graphics card when RTX 50 series arrive, hopefully hear more about that later next year. AND hopefully they improve their connector.
You'll want to reinstall Windows with a platform change. Deactivate activation in your MS account before upgrade if you want to reuse your licence.
The CPU is running slower than the rest of your system. You might want to upgrade to a 5800x3D or at least a 5600x. The 5600x will definitely be a big improvement, as your minimum FPS will increase since the CPU affects FPS. A 5800x3D in full performance is what you should aim for if you want the best from your motherboard.
The motherboard you possess is strong enough to support one of the 7 or 9 versions of the Ryzen 5XXX(X3D) CPU series. I'm leaning uncertain about swapping the 2080. There are definitely superior options available, but what's the cost? I'd balance this decision with your monitor's resolution and frame rate.
I think a platform upgrade might be necessary. The current setup—CPU, RAM, and motherboard—is around 400 at Micro Center, or even lower for the 5800X3D. Also, thank you for your kind words! I’d probably have overlooked the cooler right now since I’m using the stock one.
Yeah, the 2600 is really outdated in CPU-intensive games! Should I upgrade to a platform or just boost the CPU? I’m not sure about the GPU... I could definitely get one now, but the 40 series doesn’t look great, though I can wait until 50. I didn’t even buy this GPU—I won it, which is why my system feels so off-balance. What GPU would you suggest?
I usually prefer to wait for better deals, buying things at lower prices once they're considered "used." If I had more money, I'd consider something like a 5600X or higher CPU, keep my current graphics card until the next upgrade, or even do a full system refresh.
