Megabyte isn't the same as megabit. One megabyte equals eight megabits. Four thousand kilobytes equals four megabytes, and thirty megabits is about thirty megabits—just a bit under four megabytes. He's lucky compared to me, where 7 Mb/s is seen as quick.
Absolutely, in practice I usually receive around 1MB to 1.7MB, though Origin and Steam might not be very precise. On the other hand, I can get about 2.5MB depending on the situation.
