I have a 2600x resolution and an 2080 Super that only reaches about 100fps, which suggests the problem isn’t with the computer itself but rather with the hardware.

It's a 144hz monitor, but if it's the CPU, you might not notice the difference even when adjusting settings. You're right about seeing changes in performance, but exact FPS won't match a lower-end CPU unless you notice the impact.

In the BIOS settings? Yes. I understand I won’t match the other player’s FPS, but what bothers me is that my FPS doesn’t change much even when I reduce the settings.

I use minimal settings and won't jump around trying to boost FPS by tweaking them. Just keep everything at low, turn Raytracing off and DLSS off for best results.
