It functions properly before, but suddenly disconnecting the keyboard causes the system to stop working and it's currently unusable. I can access the BIOS without a keyboard by using the Windows settings as before.
So did it stop during your use or was it just one day when you tried to use it? It wasn't functioning properly. How many USB devices are connected? Could there be a conflict with something else? I tested with only the keyboard attached. I’m not sure why it only responds to keyboards. I’m wondering if a power surge might be the issue, but it seems quite specific. I know about the BIOS setup, but it’s probably not the right way around. Do you have something similar to fast boot configured that skips USB at startup? That doesn’t explain the problem either. It feels like something is broken in the PC. I don’t think I can point you to a solution yet. Is this Windows 10?
consider upgrading to 21H2, though it might not solve the keyboard issues... you never know when they'll resume functioning.
top link downloads upgrade assistant, if you run it it will fetch all the necessary files for installing Windows 10 and then restart to complete the setup.

I faced a comparable problem with a keyboard that would stop me from typing. Try this easy method, though it may not always succeed: remove the keyboard and power on the PC. When you receive a notification saying the keyboard isn't detected, plug it back in and observe what happens.
