It's not straightforward, but it's probably a background Windows update. You might want to enable or disable game mode. Could you share your PC's complete specifications?

According to @Mark Kaine, share complete PC specifications. If I possessed your setup, I’d launch the game in windowed mode and monitor temps, clock speeds, etc., using fx HWiNFO or MSI Afterburner (+Rivaturner). It would be useful to see how numbers change when performance is optimal versus when it declines.

If I possessed your setup, I’d launch the game in windowed mode and monitor temps, clock speeds, etc., using fx HWiNFO or MSI Afterburner (+Rivaturner). It would be useful to see how numbers change when performance is optimal versus when it declines.

If the cutscenes are pre-rendered, they usually appear at standard frame rates like 30 or 60 fps, which may differ across games depending on their design. The processor is a Ryzen 5 5600X, the graphics card is an Asus dual RTX 2060 with an OC 32GB RAM. I believe the Windows update might have resolved the issue today.
