Under full load, your CPU remains stuck at the base clock speed. Sometimes it reaches around 3GHZ during light usage and about 1.8GHZ when idle. Despite high temperatures, you've already installed a laptop cooler. You've set your laptop to full performance mode in the Windows taskbar. There could be another reason for this behavior. Thanks for your help.

I already set my laptop to full performance mode in the Windows taskbar. Is there any reason this might be happening?
Please mention the make, model and SKU to your laptop. To add, what BIOS version are you on for your laptop? You spoke of loads, what are you taxing the laptop with? Speaking of loads, how are your temps for the APU looking when you see these sort of clock speeds?

1. My device is the Lenovo Ideapad L340-15API-81LW
2. The BIOS version is ARCN36WW (from Lenovo's site)
3. For "light usage" I used just one Chrome tab (found via search) and the task manager
4. The temperature is around 80°C with the laptop cooler on, about 90°C without it.

It seems the CPU clock speeds have returned to normal. Probably because I pushed too hard on my small potato APU, maybe it's time for an upgrade...
