Your 9900KF handles CPU speeds well but struggles with memory overclocking... The IMC only officially backs 2666. My 9900KF operates at 3600 but my XMP 3866 memory isn't supported there. I didn’t mind because RAM speed hasn’t been an issue for years after DDR3-2133. Support depends on BIOS training during cold boot, motherboard design (trace layout/isolation), and the kit itself. It could be limited by more than just the IMC. Have you adjusted VCCIO and VCCSA for better stability?
I can verify that memory speed impacts frame rate and affects performance based on the engine, which is important for me since I play at 1080p. This is the first CPU I've used with a weak IMC. I was wondering if I should check the motherboard first before giving up on my 9900KF. I connected my old Z370DP D3 and got the 9900KF running at 4.8ghz with Cinebench/3dmark (not pushing it too hard because the VRM isn’t strong enough). The memory was 3866 16-16-16-36, which won’t go higher than that. I don’t want to change the timings further since the scores are actually dropping. I tried the Z390 with three RAM kits and the 9900KF on the latest BIOS, and they worked well with my 8700K using XMP. Then I reached out to Gigabyte for an RMA, which they approved. Great times for PC builders!
