Hello,
I own an MSI GTX 980 and an i7-4770K (4.1ghz). After using the Heaven application for some time, I achieved a core clock of +195 and memory clock of +250. I also pushed the power limit without changing the voltage. In Heaven, my core clock appears at 1537mhz as expected with this overclock. But in Fallout 4, it resets to the GPU's default turbo speed of 1342mhz and doesn't increase. Any advice?

Reset the core clock to stock and observe the resulting frame rate. Next, restore the core clock and attempt to lower the memory clock. Compare the outcomes. Also, raise the voltage limit, as this impacts performance. GPU Boost 3.0 may assist in safeguarding against overvoltage and will mitigate high voltage regardless of the current setting.

Attempting to save the OC "profile" in afterburner, verifying that the applied settings at boot are unchecked, restarting, launching Msi, starting the profile, and testing playback. Please note this may not work, though it marks an item on your list.

Various applications utilize the GPU and VRAM in distinct manners. The game may not require full core speed; if it remains within acceptable limits, it might not need it entirely. This is simply a general system behavior.

Other applications use the GPU and VRAM differently. The game might not require full core speed. Even if it's still active, it might not hit that threshold. It's just how systems typically function.
I think it would help. I'm seeing around 40fps with these high texture mods, so boosting core speed could be beneficial. Not sure if it makes sense.
