The main reason for heavy HDD activity is "SuperFetch," even though it's now called differently. Turn it off!

Adjust your graphics options to these values and see your frame rate improve significantly without sacrificing image quality... Your storage capacity is sufficient. No need to worry about it. You might notice occasional drops in FPS while using GTA Online. This is normal and usually happens due to activity from other players and their actions in the game.
