On your system, the 8700K runs at low idle with background tasks, using only about 3% of its capacity under Windows 11—less than the 1% seen in Windows 10. It also has fewer cores and threads compared to the 10700K. If you open the Processes tab and click "CPU," you'll see which activity is currently using the most resources.

Hey, glad you're back! The voice memo feature is now working, but it's unclear why the edit power plan needs a minimum usage of 10%.

I tried using offset mode, specifically offsetting -0.045 at 5GHz across all cores. It worked well—passed 10 minutes in R23 at 1.258 with perfect stability.

Oh right, gotcha. Glad it works for you Please remember though that AVX workloads will cause the CPU to lower clockspeeds and voltage, so you will probably hit higher voltages than 1.258 in CPU heavy games, that do not use AVX instructions.
