I was just being lazy and didn't turn the pc off—it was a really foolish move. I let it sit for a while and now it seems to start up properly, though I’m seeing a red CPU light. I’m planning to try reseating the CPU. All I can say is I’m incredibly fortunate. I think either static protection activated and shut down my motherboard, or the overheating happened because the fan cables were super hot and one melted.
