Hardware-ban wouldn't help spot cheaters because it doesn't track or record their actions. It only prevents banned users from accessing the system, not providing any means to detect or identify them beforehand.

It's not possible. You can hinder them, but you won't be able to halt them completely. Even though it reduces the fun, remember they're clearly not good in real life. You really need to be a major disappointment to beat them, yet still stay ahead on the rankings—most of the time.
