Can’t install the gtx 770 waterblock due to large capacitors. What’s the issue? (First water cooling project)
It’s a gigabyte gtx 770 with 4GB RAM.

If the Gigabyte Windforce 4GB is used, it seems unlikely that a standard reference PCB will work. This could be a key factor preventing a full cover block from fitting unless it's designed for a custom PCB.

I would imagine it is a non-reference PCB board. This means the board layout or components are different from the Nvidia reference manufacturing process for the GPU.
What is the exact card model #?

It seems to be a non-reference PCB board, which implies the layout or parts differ from the Nvidia standard for the GPU. What is the precise card model number? Gigabyte gtx 770 4gbb

This option skips extensive external coverage of the chip, which is why it's designed that way. It serves as a standard module.

If the Gigabyte Windforce 4GB is not designed for reference PCB use, it won't fit properly on this card. A full cover block wouldn't work unless it's tailored for a custom PCB.
