I'm experiencing some issues with a water loop. I put it in without graphics cards since they were shipped, and it functioned initially. Once the two video cards were installed, it stopped working properly—there was back pressure and water seemed to be pushing up the return tube. After removing the graphics cards, it worked again. I tested it by running the loop through just the cards back to the resevore, and it still operated. The cards are new EVGA Hydro Copper 1080Ti, so I'm not sure what might be causing this.

I removed both cards and put only one in the loop, which went reservoir → d5 pump → evga hydro copper → reservoir, but it still wouldn't pump through the card.

Can you observe how the liquid moves through the card's waterblock? Or is the top covered in a solid material?

It has a cover but when removed, you can see through it. Small amounts of water enter, yet you were advised you could blow through it, which you cannot do. Are you expecting to be able to blow through all GPU water blocks?

By blow through, you mean blow air through? Yes, if you can't, there's a blockage, and that would prevent water from flowing. Have you checked both cards?

Yes, I blew through both, today I called evga and they are sending me out some new cards
